On the basis of this framework, it further puts forward the the "1-3-5 Meta-Indicator System". This system evaluates a specific artificial intelligence technology from the perspectives of three key stakeholders—regulators, suppliers, and users—and establishes evaluation metrics across five dimensions: performance, efficiency, usage, regulation, and impact.
